OK, I'll rise to Alex's defense... he was talking about the storms that cause flash floods, which do tend to be the ones that stand still and dump a lot of water in one area.
Yes, that water can then travel quite a long way downstream and catch people by surprise, which is why NWS issues the warnings. And Adrienne is right that those alerts frequently seem a bit dissonant to folks enjoying the sunshine. But flash floods are different from other severe thunderstorms and tornados, where the originating weather event tends to travel quickly inside a relatively narrow band.
I don't complain about the facile government-bashing in this list, tedious though it gets sometimes, but I do think anyone who's made it to be WCM in the Weather Service is probably entitled to a modicum of professional respect. Or at least the benefit of the doubt.
