On the other hand...
§11.32(a)(9)(iv): "Time Period for Transmission of Tones. The encoder
shall have timing circuitry that automatically generates the two tones
simultaneously for a time period of 8 seconds."
The process of making that change dated back as far as 1995 when they
first allowed shortening it to 8 seconds, but continued to allow it to
be up to 25 seconds. The rule was changed again in March 2012
(https://www.gpo.gov/fdsys/pkg/FR-2012-03-22/pdf/2012-6601.pdf#page=16)
to require 8 seconds. Apparently they overlooked §11.31 at the time.
