[EAS] EAS handbook Question RMT

It seems that there is a case of two sizes fit all for the RMT section of the new EAS Handbook.

No operator intervention
or
Operator is REQUIRED to relay the RMT

Suppose station policy has been that the RMT MAY be allowed to time out and relay automatically.
Or that if a break in programming presents itself before the timeout, the operator on duty MAY initiate the alert relay before the timeout to avoid an abrupt interruption to programming.

Can I add choice #3 - Operator involvement as an option, to the text of the handbook?

Or do I have to pick only what's behind door #1 or door #2?

EAS  Event  Code:    Required  Monthly  Test  (RMT)  

What  do  I  need  to  do  if  I  am  the  operator  on  duty?  (check  one)  
_ At  this  facility,  received  RMT  tests  are  relayed  automatically,  with  no  operator   intervention. 
 
-­-  OR  -­-   _ At  this  facility,  the  operator  on  duty  is  required  to  perform  the  following  steps  
to  relay  a  received  RMT:  
_ Step  1:  _______________________________________________________
_ Step  2:  _______________________________________________________
_ Step  3:  _______________________________________________________
_ Three  short  data  bursts  indicate  that  the  End  of  Message  (EOM)  code  has been  received,  and  that  the  test  is  over.
