Since it will automatically take air, I'd select auto.  Then in the 
specifics paragraph
elsewhere in the handbook I'd state that RMT's and other automatically 
sent alerts
can be launched before the 15 minute hold window expires.  Keep in mind 
that operators
also have the option to abort a pending alert, which for an RMT is not a 
good thing.
