[EAS] Flash Flood Drowns Family

This is only a small example of a much larger problem.
We spend hours and hours as well as untold capital to get warnings out. 
"We" being broadcasters that issue alerts and taxpayers to fund the 
originators as well as the first responders.
All of the money in the world, technology in the world, and bureaucracy 
in the world is for naught if everyone does not assume some personal 
responsibility for their own safety.
It seems that now everyone, everywhere, should be safe from all hazards 
at all times and if not then government at all levels, as well as 
whoever/whatever else can be blamed, will suffer the consequences.
Untold billions of dollars are wasted annually to perform the above as 
well as create legal defenses in case all the planning was overcome and 
something happened.
Two quotes might sum up the above:
"If government is the answer, then it was probably a stupid question"
"Making something foolproof is impossible because they will always come 
out with bigger fools"
