Ed noted: Now, if the FCC can just get the ETRS system working right by then
... (fingers crossed).

Considering that all participants have to register with ETRS again--even
though the FCC said originally that ETRS was a "one and done"--I question
whether that is enough time to bring everyone into the fold... There are a
bunch of new LPFM's staffed by people who literally don't have a clue. It's
been tough enough convincing some of these people that yes, they do need
CAP-compliant EAS equipment and yes, they do have to conduct tests,
including the NPT and keep logs! 

And BTW, did we ever get a definition for "immediately"?
