I just attended our State EAS Committee meeting this week and they, (media side) are having trouble getting their hands around WEA and EAS. I reminded them WEA is limited in it's text capacity, and we need EAS to provide all the media with the additional information that won't fit on the WEA message so that when we state "Turn on broadcast media for more information" those media partners will have that additional information. I still look at EAS as a way to share information while most broadcasters just look at the requirement.
The parts all have to play together one piece is not better than any other, the message needs to be consistent, social media, sirens, outdoor billboards all can work together.

Why WEA and EAS get overlooks so frequently is another question. I know of several counties that have no mass-notification capability at all. No EAS gear, no MNS solution, nothing. For some areas, the focus is on communications with first responders, rather than on communicating to the public. I have seen this first hand.
