Why WEA and EAS get overlooks so frequently is another question. I know of
several counties that have no mass-notification capability at all. No EAS
gear, no MNS solution, nothing. For some areas, the focus is on
communications with first responders, rather than on communicating to the
public. I have seen this first hand.
A while ago, I participated in a meeting with a state agency exec who
bluntly noted that unless a system could improve his 2-way communications
for the state police, he wasn't interested in even discussing the matter.
Another state expressed disinterest with using EAS because they "couldn't
control the broadcasters." Partly a matter dissatisfaction with the
conventional EAS message on screen display (which is resolved by CAP message
text), partly a matter of dissatisfaction with the broadcasters ability to
decide for themselves not to carry EAS messages (why bother using EAS if the
broadcasters aren't going to transmit the message).
Fairfax County, here in the beltway area, gave a presentation to the FCC
which was solely focused on their use of social media and their big-ticket
MNS system. They saw no use for EAS (but did acknowledge WEA) - an approach
that gravely concerns me as a county resident. Free plug for WTOP-FM ...
that's still my go-to source for emergency info (particularly when my kids
have drained the batteries in every "smart" device in my house, which is a
daily occurance).
