[EAS] San Jose CA midnight evacuation order

So some gov't official decides that "normal" people should be fast asleep at that hour and are better off not knowing what hit them, than suffering through an evacuation?
Rescue workers knocking on doors in place of EAS WEA rather than in conjunction with those warning systems, is a bit Paul Revere-ish.
"Two if by sea." Seems appropriate for a flood.
