I would tend to agree. The more "door knocking" via varied and distributed
sources, the greater the chance at maximum notification as well as message
reinforcement. At 2AM, I would want to me woken up by WEA, the phone
ringing (both cell and land line), as well as NOAA all hazards.
That's the whole premise behind IPAWS.
