Pew data shows that cell users generally have their phones with them all
the time, and cell phone owners under the age of 50 rarely turn off their
phones.

But back to the original point, emergency managers should consider using
all warning channels depending on the type of hazard. Limiting warnings
to only subscription-based alerts or social media may work during the day,
but may be less effective late at night.
Based on the complaints about late night Amber alerts causing their cell
phone alarms to wake them up, WEA seems to be effective at alerting some
people.
