[EAS] San Jose CA midnight evacuation order

At that hour neither WEA nor EAS would have made much difference. The people who didn't turn off their cell phones when they got home turn them off when they go to bed or turn off the TV. Most people put their phones in drawers and wouldn't hear a WEA message. And even if they did hear it they probably would not have done anything until they got that knock at the door. A telephone notification might have helped. Multiple warnings with the same information always add to the credibility of the message.
