[EAS] San Jose CA midnight evacuation order

At 12:15 AM early Wednesday morning, San Jose issued a mandatory 
evacuation order for approximately 14,000 people.  San Jose used 
subscription-based alerts and mass media, but did not activate either
WEA or EAS for the evacuation order.

Due to the late hour, few people were watching TV or checking social 
media. In many cases, the first people learned about the evacuation is 
when rescue workers knocked on their doors.
