[EAS] Engineer Emergency Credentials

In Illinois, operating a motor vehicle with a flashing amber (and now
white) light requires no permit. However, the vehicle needs to be
performing a specific permitted function which requires display as a
hazard marking and advisory. Such as towing a vehicle, over sized load,
performing road maintenance/repairs/construction, and other work which
involves being on the public right of way. Merely driving with it on is
not permitted otherwise. Bill's scenario of driving to the TX site would
get you pulled over here.

I often would run my amber light when running radials as doing so often
involves stopping along the roadside to grab a point.
