Hi Kelly,
It depends upon their relationship with state agencies and how active
they are for drills
and for more routine duties such as occasionally helping out with
traffic and communications at
local events. My local CERT team does just that. We have to be
activated by emergency management
on behest of local government so the insurance will kick in. Lots of
red tape even for volunteers.
That alone will often discourage the use of volunteers even if properly
trained and certified.
Anyhow my local group's leadership makes sure local officials know we
are available to help out. As
a result we are the most active group statewide and are well respected
by our state EM folks.
