It should be noted that in my area during Hurricane Matthew, which did 
not come on shore in this area, and might have gotten hurricane force 
winds on shore for a few minutes, most comms failed. Internet was mostly 
down, both cable and telco, cell service was spotty if at all, this 
lasted for around 48 hours before things started to come back up.
EAS was still up and working, although access to IPAWS was down.
