[EAS] Oroville Dam Evacuation...oh that was close

What strikes me odd about this how simple EAS is to use, yet, it wasn't used. Its hard to imagine anything more suited for an EAS alert than a dam break evacuation. Sure, there are other ways to get the message out. But those for whom EAS is the most effective are likely to not have cell phones, social media, etc. If there was ever an event that cried out for the use of EAS, this is it.
