Here in Kansas we are starting to see local EMA's picking up on the service. It takes time for understanding how they fit in to the system. IPAWS has helped move this along, but it still takes someone dedicated to make it work.

If EMA folks don't care about EAS, then who am I to argue? Less work for my people, never mind it's an unfunded mandate on every broadcaster and cable operator.
Such un-wantedness could and should be documented by licensees. The result would fit nicely into the "less federal mandate" aspect of the current administration.
Let the silo's stand.... (cynical mode very much on...)
