My armchair thoughts are CEM and LAE would be trumped by the EVI...which
is a definitive call to action message and on par with any warning message
needing action to preserve life and property.
I phat fingered send before I could correct the auto-corrections...and add
that the main dam is not in peril.
Only the emergency spillway is in a state of significant hazard. This
separate from the main spillway's concrete channel failure...which is now
an afterthought given they needed to run 100K CFS through that channel the
past 36 hours to lower the water level.
This is one event which even if I possessed such a card would unlikely
enter the most hazardous of the evacuated area until after the matter
stabilized.
Keep in mind, the "First Reporter" program is intended for post-event
restoration activities once the triggering emergency is substantially
past. Not for in-progress access when one's life would be at significantly
heightened risk and peril. This is where drones can provide significant
benefit for situational assessment without risking life.
