As SECC Chair for California I have found in recent meetings with first responders and legislators they think of EAS as out dated and the horse and buggy of public alerting. What has now drawn the attention of legislators is that when cell towers went down, etc radio was still there. What we need is a training program to teach the officials about EAS and how to use it.
