[EAS] MMTC Appeals to Seeks DC En-Banc

The dissent wasn't very strong, so I don't think MMTC has much to hang their hat on.  If the en banc panel issues a decision that imposes any new mandates, I expect it would be appealed pretty quickly on first amendment grounds.
