Here we go with more Washington Kabuki theater. Tell me--where in the rules is there a requirement that my station carry any kind of alert BESIDES EAN, NPT and RMT? Yes, I have to have the equipment to RELAY messages. But I don't have to originate emergency messages (using the EAS systems).
A few years ago the NWS completely dropped the ball and let a tornado sail through Washington D.C. and into suburban Maryland without any warning. However, at least one, maybe more of the Washington D.C. TV stations saw the twister on their own radar & immediately began running warnings. FCC's eventual "attaboy" was to threaten the stations for failing to provide a crawl for the hard of hearing!! Later that year, the Radio Show was in D.C.--I remember someone from the local broadcast community suggest to the Commission that if they wanted to take that stand the next time the stations might just not do anything at all.
So we get some kind of stupid ruling from an idiot judge that the FCC must mandate bi-lingual messaging. Who is going to originate the message? Who provides the translation? Who will rid me of this priest, err. judge?
