Some clarification regarding Washington State - 

We have the following methods of getting messages from originators to
participants - > On a Statewide basis <

LEGACY ANALOG (SAME) 

> State relay network  (Microwave backbone connecting mountain top VHF 
> transmitters

Note - Encoding can be via FIPS or by selecting which transmitter.

DIGITAL (CAP) 

> State Operated CAP Server (Alert Sense)

> FEMA/IPAWS.

At the county or operational area levels  - 

LEGACY ANALOG - 

> Local Relay Networks (VHF or UHF) Radio systems

DIGITAL (CAP) 

Same as State wide via COG's
