Looking at just the 50 state EAS plans... [the territories and DC are 
oddballs].  This information is a few years old, so states may have 
changed how they distribute alerts.

Zero level of daisy-chain: State-level distribution directly to *ALL* EAS 
participants [note: I think some states consider IPAWS/CAP as 
distributing to all EAS participants even though their analog EAS still 
has a daisy-chain]

    Alabama, Arkansas, Hawaii, Idaho, Indiana, Maryland, Montana,
New Mexico, North Carolina, Ohio, Oregon, Pennsylvania, South Dakota, 
Tennessee, Vermont, Washington

One level of daisy-chain: State-level distribution directly to all Local 
Primary (LP) EAS participants relayed to local area participants....

    Alaska, Arizona, Colorado, Florida, Illinois, Kentucky, Louisiana, 
Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New York,
North Carolina, Rhode Island, South Carolina, Utah, Virginia, Wisconsin, 
Wyoming

Other states... No answer or more than one level of daisy chain.
