I think this requires more clarity. I assume when you say IP you really meant internet. IP links can take many different forms including microwave. Terrestrial links in flood prone areas can take many forms. I have seen hardened data centers where nothing critical existed below the third floor. Communications could survive about 42 feet of water. Same concept applies to microwave. In my last NAB presentation I suggested to attempt to design for 100 mm/hr rain regardless of what regional statistics indicate. So far peak rainfall in Houston falls in the 63 mm/hr range.
