I didn't say that's how it should be, rather how things are.

As I said things have greatly improved in the last 10 years.  They used to 
be worse. Yes, the FCC web site is out of date, but its gotten better.
In the past, i.e. 2005, try getting someone to photocopy a pirate copy of 
a state EAS plan because the state broadcast assocation wouldn't mail 
paper copies to non-member EAS participants.  There were only paper 
copies, no online copies.  And all the contacts listed in the paper 
copy of the state EAS plan had retired or died.  Google may not be the 
correct way to get a copy, but Google is very good for finding hidden 
copies in web sites.  Things are much better now.

In most states, the SECC, state EMA or state broadcast assocation now have 
the state EAS plan online and have updated contact information on the FCC 
web site. But there are still a few hold-outs. I understand SECCs are 
volunteer organizations, but a few SECCs seem to go out of their way 
to make more work for themselves.

When preparing my comments for the NPRM in 2016, I found EAS plans from
44 state SECCs and dozens of local EAS areas.
