[EAS] List of EAS State Plans

Responding to Dave and Adrienne's comments with some 'how we have done it
here' 

> Our SECC is open to all stakeholders (The more the better) 

> We don't have a financial issue, and never have.  We simply poor our
resources and when a need arises, someone in the group has always come up
with a solution.

> We have a Web Site that used to be hosted by the State Broadcasters
Assn....When the leader of that group (Mark Allen) retired we move it.  It's
no hosted by  Washington State Emergency Management 

> A Remailer ( List-server) is VITAL - Ours is Hosted by a local consulting
engineering firm - Hatfield and Dawson.

> All of our meetings are at public locations - (State EOC, National Weather
Service, Local Technical College) 

> All meetings utilize a telephone conference bridge - (Provided by State
Emergency Management) 

> State Relay Network - (State Emergency Management) 

> Printing of the State Plan and periodic update - (Responsibility of each
EAS Participant) 

In short - We share the load so that no one feels obligated or overwhelmed.

I know there are a lot of good people out there who are trying to keep
something working. It is not the fed, nor is it states, counties, cities
that that are making EAS happen. It is dedicated individuals like yourself,
who are the driving force behind our warning systems. You and others like
you deserve more recognition than you get. Not for the sake of the
recognition itself but so that the government entities and the public can
begin to understand how fragile and dependent our warning systems are.

If it is so important to have a website that lists state EAS plans then the
FCC should host a site where those plans can reside rather than relying on
the caring individuals to dig in the sofa cushions for pocket change to
support this. If it's not important then just take down the webpage that
includes the semi-useless list that I found. A station or cable operator
should not have to go to all the trouble that I found, just to be sure they
are compliant with the currently suggested monitoring assignments.
