[EAS] List of EAS State Plans

Part of the problem is that the business has changed so much over my career.

When I started the major stations had a Chief Engineer / Engineering 
Manager / Director of Engineering that was totally management, suit 
and tie, with staff.  He had a full time secretary, assistants and 
supervisors, and a working staff.  In most cases he was not allowed 
to hold a screwdriver.

So that person had the time and resources to volunteer and work on 
industry committees like the Emergency Broadcast System Planning 
Committee or other important and necessary industry volunteer work.

And he was responsible for at most two carriers.

Today there are many carriers, no clerical help or assistants, one or 
two staff, and he is expected to carry tools and fix equipment.  He 
has no time for volunteer work.  And we wonder why things are not 
getting done in the industry like state EAS plans.

Sigh.
