That is exactly what we--the CSRIC subcommittee on the EAS Handbook--tried
to do with the 2016 EAS Handbook. We gave everyone a template to fill in the
information necessary to provide actual, hands-on, step-by-step directions
for their staff, right down to the 17 year-old holiday weekend part timer,
who might have to deal with EAS tests and activations.

There are many variations in how EAS equipment works and how each EAS
Participant deals with tests and activations. There is no "one size fits
all" process. We gave Participants something that could be customized for
their specific needs. Yes, somebody with a little technical knowledge has to
fill out the template, and to the level of the person who will "pull it all
off". I would suggest that you download the current version of the Handbook
from the FCC website and fill in the blanks using the plain English,
understandable step-by-step instructions suitable for your staff. Most
manufacturers have really good tech support staff who can explain any
questions you might have about the operation of your EAS equipment. If you
still need help after that, there's a lot of expertise available here.
