[EAS] False EAS Test Startles Guam Residents

Some state broadcaster associations and some SECC's do extensive EAS
training for EM's, law enforcements and public safety officials. AlertSense
provides an-depth training program for their clients. They not only work
with the SECC's, they will provide training for overnight shifts so agencies
don't have to pay overtime or extra costs associated with bringing in
weekend/overnight crews for training during the day.
