While we are at it - 

Let's work to change the way NWS communicates information to broadcasters.
The SAME based system should be phased out. 
With an all data system broadcasters would be able to determine just what ,
how much and how often.    Would be a step ahead for TV and for Radio let
the Text Readers read what the broadcasters choose.

This would eliminate the message flooding mess once and for all.

Yes, I know that Hazcollect is supposed to resolve all pending issues....(Uh

Nail on the head, Mike!  CAP offers us a much larger operational "envelope"
than EAS/SAME.  By using a CAP-capable transport, it becomes possible to
move all sorts of time-critical and place-specific information, including
but not limited to EAS traffic.
