Actually this intermediate step is not even needed.  Allow the automation
vendors to access CAP and let them handle the whole thing, including
automatic voice coding...outside of EAS.

This would dovetail nicely with broadcast centric weather bulletins and
allow stations the ability to neatly auto-insert weather bulletins they
feel do not rise to EAS, but still alert the public.
