Actually it could be fairly simple. Just as an EAS unit is programmed to forward certain events, it could also be programmed to output a TCP packet containing selected event codes and county codes. Any automation vendor or even an in house coder can take those packets and do whatever they want with them middle ware or vendor involvement not required.
Zombie alerts would not be possible since the substitute announcements would be triggered by specific event codes.
I've managed many software projects where we did whatever we wanted to do and then output TCP packets that let other vendors do what they needed to do. No real interaction was required we just documented the packet format.
