Not sure if you were being ironic, but part of this has existed for quite a
while - for example on the DASDEC, the EAS-Net communications protocol
software provides data and audio transmission over a TCP/IP network.
EAS-net is supported by a wide range of automation systems for store and
forward (within the allowable transmission time) including WideOrbit, RCS
NexGen, the Utah Scientific MC-40/400/4000 master control series, etc.

However, the "waterfowl flatulence" is something we're stuck with, for now.

In TV, there are other initiatives within ATSC 3.0 that would provide an
alternative way of presenting emergency info.

What would be nice is if an EAS box could output certain alerts either via
gpo or a TCP protocol to the automation system. That way certain 'optional'
alerts could be pre-recorded in the automation system and run either in stop
sets or between songs without all the duck farts and bad audio. That in turn
would make it more palatable for stations to air more events. The daisy
chain is not needed for local events.
