A late-filed addition

The FCC usually accepts and considers late-filed comments.

As a reminder Reply Comments are due August 29, 2017 (Tuesday). Comments
from the public don't need to be in any particular format, and don't
require a lawyer. The ECFS web site has an express filing option for 
simple public comments.
