According to a local ham radio operator in Dallas, the fact the person 
kept hijacking the repeater helped technicians figure out what was 
happening. Otherwise, it probably would have been dismissed as a 
"random" problem that caused the sirens to activate.

Not the first time an asshole has hijacked a radio repeater. As a person 
described it, we still put fire alarms in buildings even though its 
trivial for some asshole to pull the fire alarm handle next to the door 
because its more important to warn people.
