Mr. Price provides very good general information on potential reasons for 
the double attention signal.  Its difficult to diagnose things by youtube.
LA County Sheriff had the good or bad luck of being the monthly source for 
a satellite provider's nation-wide tests.  But as Mr. Price points out, it 
could be any relay point from the sheriff's department transmission, an 
intermediate relay, or DirecTV's equpment.

Someone with DirecTV can check what it sounds like next month.

Although youtube EAS videos tends to focus on the fake, bad and ugly; it 
also useful to also see the good and excellent EAS work being done in 
some parts of the country.  Some stations and LECCs have done some amazing 
work with excellent audio, attention grabbing graphics and useful 
emergency alerts.

On youtube, you will also find many EAS examples of "that thing which 
makes annoying noises you can't understand the information."  I would be 
embarrassed by some of them, but it almost seems like some folks feel if 
they make it bad enough maybe they won't have to do it anymore.

Youtube let's you compare what you are doing locally, with how other 
people are doing things around the country. Sometimes we get too wrapped 
up with how a single market has done something for 20 years.  It really 
shows that there is no quality control for EAS across the country.

Imagine the converstation with an advertiser, if their 30-second spots 
were mangled that badly.
