Some time after midnight, the form 2 and form 3 buttons showed back up 
again. So I was able to get all of the ones I was handling done.
Forms 2 and 3 were pretty much painless, I think.
The time entry seemed sort of silly, would have been easier just to fill 
it in from the get go, rather than using a pull down and then have to 
edit that, and then enter seconds separately.

And it seems that the NWS, (at least in my area) didn't participate.
