One of the line items on Form 3 is the time which the first reception was
received and from who. Another, your time of relay.
As I mentioned, all but one of our stations in three different operating
areas and two states received the message first OTA and then from IPAWs.
In half the cases, the CAP message was over a minute later than the OTA.
Which is very perplexing.
The earliest I saw it on CAP was 1:20:27. The latest on CAP was 1:21:54.
WGN had it OTA at 1:20:35.
I'm curious, what was the earliest time seen...from any source? Latest
CAP capture?
