[EAS] Spanish Language Version

In Ohio, our SECC has sometimes requested LP's briefly embargo a state-level RMT so all downstream stations can get the message from a CAP server. That was not the case for today's test.
This LP received NPT from all three monitored over-the-air sources before the one that came from CAP. Actually the CAP source was over a minute behind the first over-the-air source. Our polling interval is 30 seconds. PEP stations are involved in our state relay. I anxiously await any report which would show the route of the NPT to our facility. Based on the audio we sent, I wouldn't be surprised if it passed through the 50 KW AM PEP to the north.

Slightly off topic, but one of the side effects of the updated SAGE
software was to apparently break our state's system for favoring CAP
alerts over our backup RF based State Relay Network. We had configured
a one minute delay on the SRN to give people time to get the CAP alert.
If for whatever reason they didn't get the CAP alert (Internet issues,
whatever), then after that short delay, they'd still get the SRN
version. But... with the new SAGE software, NPT (in addition to EAN),
must now be sent "immediately"... a number of LPs received... and
aired... the SRN version first. And the audio was much nicer on the CAP
version....
