The intermediary unit may be compliant, but the fact of the matter is some of the legacy equipment it connects to does not accept the 000000 geocode.  This manufacturer no longer supports these old legacy units, so updates are questionable.
Some of the equipment in connects to only transmits NPT after the EOM is received  ( i.e. the "immediate" issue).  This manufacturer is no longer in business, so again no updates can be expected.
It's not my place to wade into this too much, but I just offer this suggestion - that and any concerned party looking to petition the FCC needs to offer a lot more specifics than the original petition, how long a waiver should be granted ( indefinitely or forever is not really the greatest request) and how the public interest would objectively be served ( not just the station's interest, but the interest of the public at large).
