Trying to game the system tends to destroy any potential good will. 
Historically, the FCC Enforcement Bureau has said it prefers to work with 
licensees to bring them into compliance. But lack of candor by the 
licensee usually brings down the hammer.

1. File any paperwork on time.  Register in ETRS and file Form One, Two 
and Three on time, whether or not the test succeeds or fails.  Accurately 
report any reasons for failure.  Failing to file paperwork on time always 
makes things worse.

2. If repair or replacement of defective equipment is not completed within 
60 days, which was July 30, 2016 plus 60 days or September 28, 2016, 
follow 47CFR11.35(c) to file an informal request with the Regional 
Director of the FCC field office for additional time.  See the rule for 
what details must be included in the letter.

3. Or file a formal waiver request with the Public Safety and Homeland 
Security Bureau.
