Let me add one thing which Clay may not have mentioned. In addition to the
off shore threat, the area is littered with hydro-power dams. I took the
opportunity while visiting the area a couple years ago to read the
damage/hazard assessment of the Gorges, Diablo, and Ross Lakes Dams along
the Skaggit River which runs north of Seattle. This is but one of the many
systems of dams scattered through the mountain ranges around the Seattle
metro.

In a scenario where the general ground becomes liquidfied, it is
concievable those three dams (across a terrain rise of 1100ft.) as well as
the 300ft. Lake Shannon dam, which also feeds the Skaggit, would fail and
innundate the entire lower Skaggit River Valley below the Gorges Dam to a
depth of 20ft. all the way to the sea coast within two hours.

Were that to occur in concert with a significant tidal wave, there would
be few high places reachable within minutes for the million or so people
along the I-5 corridor and inland.  This presumes routes can be traveled
after the shock waves strike....not a certainty by any stretch.

My prior comments about stopping trains in their tracks is very salient in
Seattle where they do have a busy mass transit system. The challenge there
they have some very high trestles on the south end enroute to SEA-TAC. 
Scenic to see, but...

I find it counter constructive to poo-poo and downplay attemps of
researchers and emergency managers to test and employ technology to gain
whatever amount of time is possible to prevent or curtail possible losses
in life and injury by shutting down highly exposed systems which can be
quickly shut down and stabilized.
