Yes! Radio can't do pictures over the air. But John was putting it on radio stations to be a distribution network for pictures even if not over the air. Most cannot do pictures on their web page all that easily in a short time as required in this case. Radio station web pages are often hosted off site and are not capable of providing photos on a moment's notice. And using a list of phone numbers gathered for promotional/contest purposes to cold call everyone on the list who did not agree ahead of time for their number to be used that way is, at the very least, a violation of the trust between station and listener.

I also understand that radio stations acquire lists of listener telephone numbers and even email addresses.  Unfortunately, if these are only used for prize validation,etc by the promo department, it would probably take weeks for the radio station to realize that they could send out the photo (moments after the WEA alert) to folks on their email lists.  Surely, some of the prize trolls in Lithuania would get the alert, since the tools don't exist to geo-fence sms and email yet.  Imagine if a broadcast station maintained and promoted an email/sms list for such alerts?
