I agree with Ed 100% - 

Let me add that Emergency Management pretty well understands their role to
'Warn' ...however there is not general agreement on the details of
'Informing'.     Historically Warning was short-fused stuff.    While
Informing was not- PIO's would write press releases and the media would
carry their water for them.   Today EM's, and other government entities, are
gaining the use of tools that will enable them to -rapidly- inform.
Indeed this does blur the distinction...However it does not diminish the
need.  

What is needed here is a better understanding of these capabilities on the
part of all of them coupled with agreement by all the stakeholders as to how
they work, when they should be used etc.
