Amber alerts (CAE) work because it is a relatively defined incident.
"Terrorism" is a broad category that can be comprised of any number of
"incidents." Some of these incidents fall rather straightforwardly under
today's EAS and WEA ... shelter, RHW, EVI, LAE, CEM ... Others like this NYC
"wanted poster" alert may have been related to an "incident," but was not
the incident itself.
This is where the lines get blurred between "public alerts," "emergency
information" and "public information". I don't necessarily see this use of
WEA as a great case strong generalizable case study of what to do with WEA
(or EAS, for that matter). This NYC manhunt incident may, however, may be
an effective push for more changes in WEA and EAS, to fit the uses for what
some EM and law enforcement agencies want to do with these systems. This is
why a clear understanding of system and mission are so important - picking
the right tool for the job ("public warning"), and - in this case -
improvising by picking the "wrong" tool to effectively do a different job
("public information").

But what event code would that, or should that be then?
Terrorism has been front and center for 15 years now.
Why don't we have a terrorism event code?
