[EAS] ETRS Form 2 - What will be asked?

The confusion over 24 hours vs. by 11:59PM EDT to complete Form 2 is that the FCC rules say, "...within 24 hours... or as otherwise directed".
The FCC chose to invoke the "or as otherwise directed" provision by requiring completion by 11:59PM EDT, rather than abiding by the FCC rules default of 24 hours.

It's actually "at or before 11:59 p.m. EDT."  It's in the Public Notice in which they also released the new EAS Handbook.
