[EAS] When is a test no longer a test?

No! because it won't matter what we do leading up to the NPT because it is not a true test of our ability to carry out an alert during a actual national emergency.

We had lots of time to prep for the 2013 EAN and if anything was learned from that, it is not being tested to see if those problems were fixed.
Yes we have a shiny new system that won't have audio relay problems. 
But thats because there won't be any audio relays.

Lets test bake a cake and use corn meal instead of flower.
Well that tested funny. 
So now we try to fix what went wrong with the cake by making a root beer float?
