When is a test no longer a test?
When it is no longer "only a test."

When you have to do everything we've all had to do to get ready for this one "test."

All of this activity and these conversations and registering and filling in forms, downloading, updating, fine-tooth combing your system, new handbooks and a test RWT (redundant), pretty much has invalidated the upcoming NPT as a real test of system preparedness.

I think it has become nothing more than an exercise to help guarantee a successful showing of an EAS event so someone can say "See! It does work."

What we really need is an EAS pop quiz, when no one expects it.
