[EAS] Who and when should 000000 be used?

A station cannot initiate an EAN from a conventional DASDEC or OneNet.  There is only one entity that should ever have access to that event code.

Since the two major EAS manufacturers are represented here, why not have them voluntarily not to enable the function for non-federal entities?
